Evaluating the Comprehensive Benefit of Public Transport Service – The Perspective of Three Stakeholders

Most studies investigate the benefit of public trans-port service from either perspective operators or individually, failing to bind them together. Furthermore, they have not considered significance government in quantifying benefit. This pa-per explores comprehensive perspectives three stakeholders; namely, operators, public, and government. We develop a evaluation tool that is able quantify production efficiency, effect, environmental test effectiveness through case study 36 central cities China. A network data envelopment analysis (NDEA) used evaluate efficiency sub-process, benefits. The results re-veal following: (1) during period 2010–2017, showed down-ward trend; (2) did change considerably 2010 2013 but declined gradual-ly 2014–2017; (3) benefits rarely changed 2010–2013, gradually got worse response reductions 2014–2017. offers robust mea-sure transport China for better decision-making, terms transit operation man-agement.
